IM buying live rock that has been in a tank for several years and putting it into a brand new tank I just started... Does it need to cycle or is it good to go ahead and put some fish in?
 
How long will the rock be out of water? If the rock is out of water long enough time for organisms to die, I would wait for a little bit to add fish because the dead organisms could raise the ammonia levels in your tank.

Is your tank cycled yet? Do you have new sand? Either way i'd test the water over a few days. If you can, add an ammonia source and see how quickly the ammonia turns into nitrate.
 
After you see no ammo or trite and u see trates your good.
Just do a pwc to get the trates down then add one fish at a time (or 2 if theyre going to be a pair) and wait till your tank is stabel, another one, etc etc.
