I have a filter for my 15g fish tank. Its called aquaclear 50 I think. But I think its for bigger tanks. Can I over filter the tank ?

Personally, I've never believed that over filtration was or is possibly. IMO/E, you can never have enough. What is key to this is that particular species match the volume of flow. If you've got fish that are accustomed to living in a stagnant lake, or a raging river filter accordingly.
 
I have a sponge around the intake. Im gonna have a siamese fighting fish in it

Then that's too much flow for a betta. I would jam the output with aquaclear sponges to slow the flow was say down
