It kind of looks like a white zoa head... ?

+1 on the zoanthid. It looks like one to me. Certainly doesn't look like any pest species I have ever seen. It's not in heard of for live rock to come in with zoas onboard. It looks like it may have bleached, but they can be tough little things, and recover from that.
