Guppies at surface of tank

I have a 25 gallon tank with 6 guppies, 5 baby balloon mollies, two normal size balloon mollies, 2 Cory catfish, and 10 tetras.. I just added two new guppies and most are like surface surfing. My neon tetras seem fine though. I increased my air stone pressure and they are doing better. I did a water change last night. Should I be concerned?
 
keep your eye on the bigger Mollies or Guppies may possibly be harassing the new 2 new Guppies. Do you have any floating plants in the aquarium?
 
You can monitor your guppies for the next few days and observe them on whether they are still at the surface. If you feel it is due to oxygen issue, you can increase surface agitation.

Are you familiar with the nitrification cycle?

Having a fully cycled tank with active BB / beneficial bacteria processing the waste is critical to a happy tank.
