Hang on back filter has low flow

I just added my new PC lights to my 29g. Wooo hooo.

While adding them I noticed that my TopFin hang on back filter was not pumping much water through its media. I know these are not the best filters for SW aquariums.

My next upgrade was to increase my 10 lbs of LR to about 35-40 lbs and add a AquaC protine skimmer. Both of these are to replace the hang on back.

Is now the time for the upgrade or should I try to clean/replace the hang on back media?

29g, 2 power heads, CustomSeaLife PC with moonlight, 10lbs LR, tang, 2 clown, damsel, and a few cleaners.
 
I'd say go ahead and add the skimmer anyway. If you still want to use the Top Fin for circulation (no media), you can certainly do that. Try tearing it down and cleaning the impeller and impeller chamber. It may just have some buildup on the magnet that is slowing the impeller down.
