Harlequin and red tailed black shark

Harlequin what? There are a few fish that get the name "Harlequin" based on their perceived patterns and colors. If rasbora, yes.
 
A tiger barb tank with harlie rasboras would work fine. It would probably work with an RTS as well, but to better your chances to avoid aggression troubles I'd suggest a rainbow shark instead. They look almost identical, but they have a bit more of a "community" attitude. JMO

Assuming you don't have either fish yet ... 180Liters is about 45 US Gallons which is too small for Red-Tail Sharks. Red-tail Sharks are territorially aggressive as they mature and need a minimum of 75gal .... IMO.

Harlequins Rasboras and TigerBarbs would be fine along with an RTS just ensure you set up territories for it to claim with Plants, DW and Caves.
 
A FF is too similarly shaped to be housed with the "sharks".
