Heater needed for RCS?

Is a heater really needed for Red Cherry Shrimp?

I have one in atm but was thinking of setting up a breeding tank with a basic set up and no substrate.

It'd depend on the temperature of the the tank. For the most part though, no they don't need a heater. I keep mine in different tanks ranging from mid 60s to around 80f. I don't know what that converts to in C.
 
I keep mine in 72 degree water and they are breeding like rabbits. I will post the C conversion in a minute...
EDIT: that's 22.2 celcius

That's about 15.5-26.6 degrees celcius

Then you will be fine without one. They will breed for sure.
