That's their dominance routine. My two clowns do that once in awhile. I almost freaked to when I first saw them doing that as well. So don't worry it's perfectly normal.
Soon if it has not already happend one clown usually the most domoniate one will start growing much faster than the other. This will be the female of the pair.
