Is my neighbor on drugs?

As a non-homeowner, I'd have to agree with mgamer on this one. Maybe something happened that he had to leave? If the houses are that close, how else could he have aired it out?

I mean yes, he should have notified you, but just because he underestimated the fumes coming from the fiberglass resin (I do it all the time with various things), doesn't mean he's a dimwit. I'd say talk to him, ask him how he's building it, how thick the acrylic is, then come tell us, and we'll tell you if it should be alright or not.
 
The smart thing to do would be to talk to him. (I'm assuming it's a him) Point out that you're part of a great aquarium community and offer to help. That way you know exactly what's on the other side of the wall and can be prepared for whatever disaster that may or may not await you.
