Odessa light for 29 gallon low tech planted?

I'm starting my first planted tank in a while and was wondering the light i used for my reef is good for my 29 gallon tank. I took out the actinics out of the fixture. There are 2 10000k T5HO bulbs. Each bulb is 24 watts and the tank is about 19 inches deep. Is this fine for a low tech tank for hardy plants? And is it ok too add one actinic bulb to the fixture. The light is too white. I don't know if its me being used to seeing blue in my reef but is it okay to add the bulb for aesthetic appeal. It only gives the water a tint of blue. I also plan the tank to be low tech. Just some eco-complete-, no fertz or co2
 
Do you mean adding the actinic bulb by replacing one of the 10000K tube? Or it is an extra actinic bulb on top of the 2 10000K? For plant, 10000K is fine, and I guess you would be fine with the 2 1000K for low tech plants. But if you are replacing one of the 10000K to actinic bulb, then I doubt it may not have sufficient light for low tech plant neither.
 
Yes, I meant adding the actinic bulb to the fixture that already has the two 10000k bulbs.
