Oranda white spot on head

I have recently noticed that my Oranda's have some tiny white spots on the head, and another Oranda has white stuff on the head (not tiny spots). This seemed abnormal to me and I was wondering if anyone knows what it is?

Edit* The picture of the black fish is not mine but the head of 2 of my Oranda's look similar to what the black fish has. I have also seen one of my goldfish swimming towards the bottom of the tank and kinda looks like its scratching the white spots by swimming sideways along the bottom of the tank. I'm not sure if this is normal behavior or not. I heard its normal for Oranda's to have white pimples on their heads because of growth and sometimes they are a little stringy. Can anyone assure me that is the case or not.

How are the fish?

What is the tank temp?

Are the spots getting larger or fuzzy?

The water seems a bit hazy, perhaps a bacterial bloom. Sometimes it is low filtration, an over feed, adding new fish. More than can be handled by the filter.
