Nuisance algae, hard to tell from my phone but looks like some sort of hair. Lowering nitrates and phosphates with the use of ro/di water, cutting back and minimally feeding, increasing filtration methods, and manually pulling it out before water changes. It is a long battle at times, so don't get discouraged.
