Spotted climbing perch help!

Ok 1st of all he looked fine when he was in the tank at the store and when I 1st added him but now he swims with his mouth constantly... extended is the best way I can describe it and also he doesn't have a tail! I thought this was how they was until I looked at pics on the web, he just has a stump but his fins almost touch so it must be a deformity? Anyway here are the pics.
