Surgery?

I got a new redhook today an his fins are messed up and don't m look good at all, should I do surgery to fix them, I know if you cut the fin it will grow back better but should I just give it time, I also need to know if I should sedate him because it's a relatively small fish

Did he have a beating by some other fish? He looks like beaten. Fins can grow back. You need to have pristine water and make sure the fish is not in stress. Feed him quality food.
