Tank for bro

Since I have a 55 gallon tank in my room and my brother really enjoys it my parents are thinking of getting him a 20 gallon long aquarium

Since I have old filter carriages can I just put the old ones in his tank and have them float since they would be too big for his filter?
Also would zebra danios be ok for the tank

Can you cut up a cartridge so it will fit in the filter?

I think zebras would do fine in a 20 long, a group of 6-8 would be nice. He could also fit a group of bottom dwellers like a smaller type of Cory (pygmy, dwarf or panda).

It would depend because we would probably get him a package kit but maybe could I just sink the actual cartridge in the tank to colonize the tank?

Cutting it up an adding it to the new filter is ideal but hanging it next to the intake pipe is the next best thing.
