Top Fathom TF100A Skimmer Setup: Help Needed!

I'm having trouble setting up a TF100A skimmer from Top Fathom.

For some reason, I can't seem to adjust the water level. It doesn't seem to matter how I position the water level control coupling.
Here's a diagram from a similar model:

Could it be that the pump is too powerful? I doubt this because the the pump was used by a previous owner with the skimmer.

What else could I try?

alright i had this problem when i set mine up my water in my sump is not that deep so my water didn't even come close to getting high enough and the most wonderful things are pvc shut off valves they work wonder turn the knob and up and down my water goes
