No, they are just doing their taxes.
OK, in all seriousness, yes they are mating. The female will likely lay an egg cluster up above the water line of the tank.

You shouldn't need to lower the water. They can crawl up on the lid and lay them there too. But, it depends on how much room your tank has I guess! The eggs need to be moist from humidity, but not actually get wet. Hopefully you will get some tiny snail babies! Sometimes they will lay infertile eggs, but since you have actually seen them mate, these eggs should be ok hopefully.
