Anyone know of a quality filter that features a refugium chamber and another compartment for bio media??

The bio ball high oxygen bacteria will not remove nitrates. You are better off with all refugium, or using extra live rock in the sump. To answer your question, no, I don't think anyone makes that because generally folks that want to implement a refugium want to remove nitrates.
