It's been running for a little more than a week.. In a basement. By a window.. The water was really cold.

The Only way you're Gonna be able to accurately tel is using A thermometer

Which I don't have. It has a red light on the heater and when it is done it will turn green and if it gets to hot it will turn off

Nope.. I just added the heater.

No. Same water. No new chemical... Just added a heater.

What fish are in it? You could do a pwc with slightly warmer water (not too warm because it could shock the fish). But other than that it may just take time

Keep in mind that your body temperature is 98.6 so a tropical aquarium is going to feel cool, as it is 20 degrees colder...
