What else could I put in my planted 29g that currently has 1 Dwarf Gourami and 8 Neon Tetras?

More neons, for one thing: I have 11 in a 20-long, which makes for a lovely site. All other things being equal, you could easily add a few more. Also, corydoras would go well in that tank, perhaps a shoal of seven panda corys.
