If this is for your 10g tank, then probably. IME, 2 otos in a well established 10g are fine. Not all bettas like roommates though, so make sure to have a back-up plan if the betta doesn't get along with the otos.

You can, but how may do you have? In a 10, you might be able to get 3 (that's pushing it though). They do love being in groups is the problem.
I personally wouldn't stock otos in a 10G, but it can be done if they take to supplemental foods. Bettas are all individuals. I've seen bettas that hunt and kill anything and others co-exist with fish you wouldn't expect them too. Like AA said, have a backup plan.
