No. They just sleep still at the bottom of the tank with their eyes open.

Fish don't have eyelids like people and other animals do. They can't close their eyes, so yes they sleep with their eyes open.

To be honest, they don't sleep like we do either.

My new Beta sleeps on an amazon sword plant floating in his tank. I threw it in their until I could decide what I wanted to do with it. He swims up on a leaf and uses it for a hammock. I left it in there because he is so attached to it. He swims in and out of the floating leaves all the time.
 
Awe that's so cute!! My last betta is coming in on Wednesday so I'm super psyched.
