Black spots on plants

My tank 5.5 gal with one betta and has been going for a year. The recent problem is black looking spots on plant and silk plants. This has not happened before and has been going on over a month. When I do water changes I have cleaned them off then returns fully one week later. My water is tested with all permiters good. Is this algae?. Is it from my light. I turn it on in the morning and off at night. Confused.

If you are getting black algae , reduce your lighting. You should only run lights for 6-8hours at the most. Try 6 hours and gradually increase. Timers are under $10
