Okay I've been looking and I think, by what i have seen that they might be a copepod. Fish like to eat them. If they are over running your tank use a gravel vacuum to get ride of them. They can also mean that there is excess organic matter. There are over 4500 different kinds and some are parasites toward fish. but if they are fine then i wouldn't worry, people actually use them and breed them for fish food. But from what I can tell from your video this is what I think they are.
