Play sand and planted tank

I was wondering if live plants can survive with sand? Right now I have a layer of dirt with gravel over it but I'd much rather have white sand. My husband seems to think our plants won't do as well with sand but from all that I read... I think he might be wrong! Your advice is much appreciated.

I have black sand in my 29 gallon tank, but I am complimenting the sand with root tabs and liquid ferts

It doesn't matter with those stem plants. But those root plants will need root tabs.
