What is this on top of my Betta tank? Is it algae?

It looks like a surface scum composed of algae.
It doesnt look like the filter is working on your video. Did you just turn it off for the video or does it just not provide any surface agitation?
How long is the aquarium light on for? Or is the tank sat in direct sunlight?

The filter is working, it's a filter for my Betta and so that is why It does not look like it's on. But the filter is on. I do keep the tank lights on a lot, so that is why I prob got Algae.
