White growth on Rasboras fun

I noticed this morning this white, maybe cottony growth on one of my rasboras fins, and I'm not sure what it is. I was thinking it could be columnaris, but I can't tell.

He is in a 20 gallon long aquarium with 3 other rasboras, 5 corydoras, 1 male betta, 4 kuhli loaches, 2 bamboo shrimp, and some ghost shrimp. The temp stays around 79 degrees. 0 ammonia, 0 nitrites, and <20 nitrates. I haven't tested pH in awhile so I'm not sure where that's at. I do 20% water changes weekly.

The male betta that is in there is new, and I had noticed that his fins were looking torn and kind of whitish but not fuzzy. I treated with aquarium salt and have been watching my parameters closely since. Is there anything else I should be doing? Is this columnaris or something else? Sorry for the crappy phone picture, I am on my lunch break and that's the best I could do.
