i know 6 neon 6 harlequin and 1 betta is overstocked for 10 gallon tank... but is there any way that I can keep my tank like that....

I would say thats the limit, but you arent overstocked.
Are you seeing any issues with aggression?
Are you seeing any issues with your water parameters or having to do a lot of water maintenance to keep your parameters good?
